RPD Park Improvements: Twin Peaks Access, Roadway, and Pedestrian Walkway Improvement Project

Posted on: May 24, 2022

[ARCHIVED] Twin Peaks Promenade Concept Design to Rec and Park Commission for Approval in June

Capital Project Update

Rec and Park is incorporating feedback we received from our online update and survey (Oct-Nov 2021) and moving forward presenting a conceptual plan for the promenade to the Rec And Park Commission in June. Click here for the proposed concept design for the promenade.

Online survey respondents (698) confirmed interest in removing all or most of the concrete barrier, informed content for interpretive signage, as well as keeping about 2/3 of the roadway as asphalt and converting approximately 1/3 to a more natural feeling but still accessible surface.

The Planning Department has issued a Categorical Exemption for the promenade scope. Rec and Park Commission approval of the conceptual plan will get us one step closer to obtaining a Notice of Exemption for the project, which will increase our eligibility for one of the two major grant applications that we applied for, that would fund the promenade construction.

Here is the agenda wording for the Commission action:

Discussion and possible action (1) to approve a conceptual plan for the Twin Peaks Promenade - approval this proposed action by the Commission is the approval action as defined by S.F. Administrative Code Chapter 31; and (2) pending confirmation of funding for construction, to recommend that the Board of Supervisors transfer jurisdiction of the Twin Peaks Promenade from Public Works to the Recreation and Park Department

Staff will present to the Capital Committee on Wednesday, June 1. The hearing begins at 2 pm and will be online.  To find the meeting agenda as well as Commission staff report and call in information when it becomes available (by early next week), please visit the Rec and Park Commission website, “Meetings and Documents” page: https://sfrecpark.org/411/Commission.

Staff will work on advancing trails improvement project plans to construction documents while we wait for notification from grantors regarding the two grants we applied for to fund the promenade construction.  We will then make the call, pending notification, as to whether we can move forward contracting out promenade and trails improvement scope together and, if not, we will contract out the trails improvement scope only.
