Twin Peaks Trail Improvement and Promenade Project Update | Project update February 2024

We have lots of progress to share about Twin Peaks!

First let’s start with the Promenade. We received news this week that the project has been awarded $1,493,692 from the Recreational Trail Program (RTP) Grant. This new funding source will fund the gap and expanded scope that was presented last April at our Community Meeting.

The design team has been on a brief pause as we awaited the news of the grant applications submitted last summer. Now that we have secured funding and identified the budget, we will advance the 65% construction document set.

This spring the project will be submitted for NEPA (National Environmental Policy Act) review. We anticipate advertising the project for bids in January 2025 and starting construction in Summer 2025.

The new Promenade will transform the closed roadway into a multi-use trail, one-third of the asphalt roadway will be removed to create a new permeable stabilized aggregate trail. Two-thirds of the asphalt will remain and be resurfaced. The promenade will provide an opportunity for people of all ages and ability levels, pedestrians, cyclists, and skates to share the space. The concrete roadway barriers will be removed, and split-rail fencing will be installed to protect sensitive habitat. Pockets of native plantings will weave between trail surfaces to revegetate disturbed areas. A variety of seating types will be offered throughout. Multi-use wide seat walls will be strategically located along the promenade to rest on, or used as a skate features. Three overlooks with bench seating will be placed in viewing corridors. One overlook, with interpretive signage, will be dedicated to the federally protected Mission Blue Butterfly. Other interpretive signage in the park will educate visitors of Native American history, or the geological landmarks that surround the Bay. A central point of arrival will be constructed with aggregate paving at trailhead adjacent to the new accessible parking lot. Bicycle racks will be located at three entry points within the park for cyclists to secure their bikes while enjoying the park on foot. Boulders and bollards will be installed at trail edges to prevent vehicles from entering the trail.

As we awaited news of the Promenade funding, we were busy completing the bid package for trail renovation. The trail bid package was advertised on February 16, and contractor bids are due on March 16. We will start trail renovations in early summer 2024, which will include the trail up and over Noe Peak, and the switch back trail south of that. The trail to Crestline Drive will follow shortly after.
