We are happy to inform on the progress and next steps of the Shoreview Park Renovation Project. After a widespread community outreach and engagement from October 2017 to February 2018 to jointly develop the conceptual design for renovation, the Recreation and Park Commission approved the concept design for Shoreview Park Renovation on April 19, 2018. Subsequently, staff proceeded with the project design phase and preparation of construction documents that were completed in May 2019. Per budget constraints, the proposed park renovation is planned to be delivered in two phases. Phase 1 to include demolition, park infrastructure for lighting, irrigation system, accessible entrances and pathways, new picnic areas and site furnishings. Phase 2 to include the new children’s play area, landscape and planting.
The Recreation and Park Department is actively seeking to bridge the funding gap to deliver a more wholesome park renovation. On October 30, 2018, California Urban Greening Grant Program funds in the amount of $625,108 were awarded to the Shoreview Park Renovation Project to support park elements that address climate change and provide community benefits by creating a community space where residents of all ages can come together and build community
The project was advertised for construction bids twice, on May 20, 2019 and July 17, 2019, due to the high cost bidding climate. At the last bidding, we received two bids that were approximately $200,000 over the construction budget of $1.6 Million. The bid documents included base bid work for all scope of renovation except the new play structure. In the first bidding, an additive bid alternate included the play structure and synthetic turf safety surface and the average bid was $500,000. Additional funding was obtained from General Funds to proceed with Phase 1 construction so as to comply with project grant requirements while a funding source is sought for the new play structure.
Staff will recommend award of the construction contract for Phase 1 of the project at the August 15, 2019 Meeting of the Recreation and Park Commission. Following certification of the construction contract, the start of construction is anticipated by mid October 2019.
