Outdoor Fitness Permits FAQs


1. What is the difference between small and large group fitness?

  • Small Group Fitness: three or fewer participants and an instructor
  • Large Group Fitness: four or more participants (max 11) plus instructor

2. Can I apply for both the small group license and a large group permit?

3. What is the fee for a small group license?

  • For any fitness operator who is part of a closed studio, the fee is reduced from $250 per year to $25 per year for as long as gyms and studios remain closed. If we are still adversely affected in a year, we can look at keeping the reduction available. For other instructors, the fee is $250 per year.
  • Operators can pick up to 4 parks to use with one license
    1. Small parks may be limited in terms of number of license offered

4. What certifications are required for a small group license?

  • Any one of the following
    1. Proof of professional insurance as it requires certifications
    2. Over 2 years of experience
    3. Training Certification in an accredited program

5. What equipment can I bring to the workout and setup

  • Equipment set up depends on the surface that you are using
    1. Lawns – limited to mats and bands. Must be low impact
    2. Hardscape – more flexible to allow weights and other equipment

6. What is the fee for a large group permit?

  • Applicants with studios: Since you are still paying rent, you will be eligible to participate in a lottery and get a 90% reduction in fees. Cost will be $25 for a 2 hour slot or $1.50 per hour for up to 11 participants.
  • Applicants without studios: Cost will remain $15 per hour for up to 11 participants. Spaces will be allocated after allocation of spaces to applicants with studios.

7. Do all applicants for a large group permit, with and without studios, participate in the lottery?

  • The lottery is only for those with studious. After they receive their spots, remaining permits will be provide to others as available.

8. What locations are reservable under a large group permit?

  • The list will include:
    1. Basketball courts/blacktops – Unlimited since courts are closed by the health order.
    2. Plazas – Limited due to need to balance other users.
    3. Grass lawns – Limited due to low impact activities (yoga) and number of days/times per week to avoid excessive wear.
    4. Athletic fields – Available before 10 a.m. on weekdays to avoid conflict with other users.
    5. Note tennis courts are not available -they are one of the few recreational activities available for adults due to Covid restrictions and they are heavily booked

 9. What is a lottery slot?

  • A slot consists of a specific location, date and time for 10 weeks
    1. Locations: See above.
    2. Dates: A date is a day of the week – we are looking at grouping your picks so you have 2 at a time if you want 2 days at the same location, you can pick them both at the same time.  
    3. Time: We are looking at 2-hour slots which should provide enough time to do 2 classes back to back. For instance, 7 am to 9 am, 9 am to 11 am etc.
    4. An example of a slot would be Panhandle Basketball Court, Mon from 7 am to 9 am.

10. How will the lottery for large group permits work?

  • Each studio that completes an online form will be eligible to participate in the lottery. Click Here to apply.
  • We will place “slots” in the lottery to choose.
  • Each studio will get a notification of a date and time (4-hour window) when they can go into the lottery system and select one or two slots.
  • Once every studio has selected one slot, then we will go in reverse order and every studio can select another slot. This process will repeat as long as slots are available   until everyone has an opportunity to select what they need

11. What is the cost for each slot?

  • The cost is $25 per slot per day chosen. Each slot will be 2 hours. Cost covers all 10 weeks. Thus, cost per hour is $1.25.

12. Are these classes still only for adults or can we now do youth outdoor classes through this new system?

  • Adults 18+ only. This is a health department directive.

13. What if my class is rained out?

  • Given that the cost will only be $2.50 per slot per day, there will be no refunds.

14. Can 6 a.m. be an option as a starting time?

  • For neighbors, 6 a.m. can often be a problem unless it is a really quiet group like yoga or in a very isolated location. We will also have prohibitions on amplified sound similar to existing permits. If you want a 6 a.m. start time, you can put a note in your online application and we will review.

15. Can I play music to motivate my students and make it fun?

  • Parks are surrounded by neighbors and used by others who enjoy quiet. We will allow small speakers as long as no complaints are received but if we receive complaints, you will no longer be able to use it.

16. I have an existing permit to use space under the system that started in June. Can I be guaranteed to keep it?

  • We are exploring ways to give those studios some preference while still ensuring that spaces are open equally for all. We have some studios who have booked prime locations 4 to 6 times a week. It is not fair for them to have a monopoly over others. At the same time, they have invested in marketing those locations. It will need to be a balance.
  • We are doing a survey of providers as part of the application to participate in the lottery to obtain feedback from all.

17. What are some of the remaining open issues?

  • A. Days in the slots
    1. Option 1: Each day is separate.
    2. Option 2: Pairings of days.
    3. Option 3: Further groupings: Mon/Wed/Fri, Tues/Thurs, and Sat.
    4. Option 4: Let each operator pick twice in a row so they can pair 2 slots if they want to. THIS IS WHAT WE ARE LEANING TOWARD  as we heard from some operators that they don’t want to be paired.
  • B. Times/Lengths
    1. Consider making slots longer so an instructor can do back-to-back times, which is very efficient and helpful for many. The health order requires that there be 20 minutes between classes. Is a 40-minute class long enough? 
    2. 40-minute classes with 20 minutes between: 1 hour and 40-minute slot (100 hours) that would allow 2 classes so slots would start every 2 hours. This is easy and we are leaning toward this approach.
    3. 45-minute classes with 20 minutes between: To have 2 back to back classes, slots would have to be 130 minutes apart and start every 1 hour and 10 minutes.
  • C. Multiple Storefronts – Owner/operators with more than one storefront would get a 2nd pick but ONLY in the vicinity of that storefront. For instance, if you have a store in Pac Heights and one in the Mission, the second one can only pick in the area near that store.
  • D. Existing Permittee – See above question how to balance providing access to all and their investment in existing dates/times.

18. What is the Lottery (Spotery Draft) and how will it work?

What is Spotery Draft?: Spotery Draft is an online space selection system that will allow applicants to pick their class time slots in a live online "draft". Each group will be randomly assigned a draft time and then will have a 4-hour window to make their selection. Instructions on how to use Spotery will be sent ONLY to the Authorized Drafter prior to the draft.

What is an Authorized Drafter?: The AUTHORIZED DRAFTER is the one designated person to receive notifications about the draft and that can pick time slots in the system. This person will receive an email about how to register with the Spotery website to create an account. ALL EMAILS will go to this person.

Once that person is designated in this form, he/she/they CAN NOT be changed. There can only be one Authorized Drafter. The slot selection will be done via Spotery. If this person is not available at the time of the pick (draft time) - they will need to provide their Spotery account log-in and password to someone else to pick.

How Will the Draft Work?

  • You will complete this form to designate your Authorized Drafter.
  • The Authorized Drafter will receive an email that will explain how to register and create an account with Spotery.
  • Test/Mock Draft:The Authorized Drafter will receive an email notification of their mock draft time. The mock draft does not count but it is intended to give a new user practice with using the Spotery system. They will log in during their draft time and pick a fake slot.
  • Real Draft: The Authorized Drafter will receive an email notification of their REAL draft time.
  • The Authorized Drafter will log into Spotery during their draft time and pick from available slots.

Things You Should Know:

  • Pick/Draft Order
    • The order in which users will pick will be randomized by our Spotery system which the following exception:
      • Priority will go to those with brick-and-mortar studios that are closed due to Covid—they will get to pick first. Other fitness providers will ONLY pick after they draft is done. 
    • The draft will be done in “rounds”.  You will pick a slot. Then everyone else picks a slot. Once everything has selected a slot in the first round, picks will go in reverse order for the second round, and then back around until picks are exhausted
  • Slots Picked May Not Overlap Times on the Same Day
    • The idea is that if your studio was open, you would only be able to offer one class at a time. For example, if you pick a Monday, 9am-11am slot, you may not pick another slot within that Monday 2-hour window.
    • Exception: Only studios that previously allowed for multiple group classes at the same time may overlap times
  • Preview Available Slots
    • Once the Authorized Drafter receives the email notification for their Real Draft time, they will be able to log into Spotery to preview available slots
    • However they will not actually be able to pick a slot until their draft time opens
  • Repick Round
    • For those that missed their initial draft time(s) or want to change their pick(s), there will be a last chance period at the end of the draft to make picks
    • This is also your last chance to drop (de-select) a slot if you no longer want it
    • You are expected to pay for every slot you select and use it

  • DEADLINE You MUST submit this form BY 5 PM ON THURSDAY, AUGUST 27. If you fail to do so, your group will NOT be able to participate in the space selection process and you will have to pick from spaces left over from the lottery.
